Government Dept X is approached for some operating licences by person A from project W. The process becomes a little protracted so person B from W also becomes involved in the process. At a certain point persons C and D also act on behalf of W to obtain the licence from X. Once issued, Dept X doesn’t in fact issue a hard copy of the licence, it simply exists as a permission within a computer file. Project W wants proof the licence has been issued. Dept X will only confirm that permission is in place to the ‘signatory’ (is that person A B C or D, no one seems to know) or the ‘payer’. The latter is not available. It’s very frustrating, I can tell you that.
The wind’s howling out the SSW today and the normally placid waters of Ramsgate inner harbour are agitated and angry. The ally-cats and quota bound fishing smacks bob anxiously at their moorings, tugging at the fragile marina cleats. The gulls wheel aerobatically and incessantly above and the turnstones fight the elements looking for edibles on the hard. It’s a romantic scene in some ways and at the same time a reminder that life’s always a struggle, no matter how smart we deem ourselves.
